（二）要求：
    1．免费提供各种外文期刊征订目录、续订订单，并通报报刊出版情况，按要求提供相应的订购数据。
    2．保证所订期刊为正版期刊；期刊订到率100%；期刊出版三个月内到刊率达到98%，补缺后达到100%。
    3．收到订单后应及时向国外供货商订购，同时提供套订等优惠信息，并提供所订每种期刊的外商价格。
    4．保证所订纸本刊的电子版访问权限开通，并及时邮件通知。
    5．及时、定期将所订期刊送至指定地点，同时附发货清单并保证按清单顺序打包。免费为所订每本期刊加装永久磁条。

五、合格投标人必须符合下列条件： 

    1. 必须具备独立法人资格的企业；

    2. 具有良好的商业信誉和健全的财务会计制度；

    3. 具有完成采购项目必需的条件和专业技术能力；

    4. 具有投标产品经营代理资格；

    5. 有依法缴纳税收和社会保障资金的良好记录；

    6. 近三年来，在经营活动中没有重大违法记录。

六、报名时间：

    报名截止时间：2012年11月15日上午11时整

    报名时间：周一至周五上午9:00--11:00，周一、周二、周三下午14:30--16:00，节假日及其他时间不接受报名。

    报名时收取报名及招标费（含标书费）人民币200元,售后不退。

七、报名时须提供以下证明文件的原件和复印件（加盖公章）：

    1. 公司营业执照；

    2. 公司税务登记；

    3. 法人授权委托书及被授权人身份证(二代证)；

    4. 法定代表人身份证(二代证复印件加盖公章）；

    5. 组织机构代码证；

    6. 相关资质。
